Why does an association need an accountant?

An association is not run for profit, but it still has to answer for its accounts: to its members, its funders and sometimes the tax authorities. Once it sells services, employs staff or receives donations eligible for a tax reduction, its obligations grow. A volunteer treasurer can quickly feel alone.

Your Viseeon accountant prepares the annual accounts under the rules specific to associations, checks your tax position and prepares the documents your funders ask for.

What difficulties do association treasurers face?

  • Knowing whether the association is taxable

An association is in principle exempt from commercial taxes if it is run on a non-profit basis and does not compete with the commercial sector. Refreshment stall, ticketing, paid services: each activity must be assessed under the 4P rule (product, public, price, promotion). A mistake can trigger VAT (TVA), corporate income tax and the CFE (business property tax).

  • Grants to be justified

Funders ask for accounts, budgets and sometimes a financial report per project. Without project-level tracking, it is hard to prove how funds were used. Grant renewal may depend on it.

  • Thresholds that require a statutory auditor

Above €153,000 in public grants or €153,000 in donations eligible for a tax reduction, the association must appoint a statutory auditor (commissaire aux comptes). It must then produce full annual accounts.

  • Managing employees

Contracts, applicable collective agreement, hiring subsidies, payslips: an association with employees has the same obligations as a company, often with less time to handle them.

What your accountant does for your association

  • Association annual accounts

Balance sheet, income statement and notes under the accounting rules for associations, earmarked funds, voluntary in-kind contributions, preparation of the general meeting.

  • Tax security

Review of your activities against the non-profit test, separate treatment where needed, monitoring of the threshold for incidental commercial activities.

  • Grants, donations and payroll

Budgets and reports for funders, follow-up of tax receipts, payroll for employees and subsidised contracts.

Does your association have to pay commercial taxes?

Three questions, in this order:

  1. Is the management non-profit? Unpaid officers or capped pay, and no distribution of surpluses.
  2. Does the activity compete with a business? If not, the association is not taxed.
  3. If so, is it carried out under different conditions? We look at the product, the public, the price and the promotion: this is the 4P rule.

An association whose non-profit activities remain predominant can stay exempt if the revenue from its incidental commercial activities does not exceed €81,051 per calendar year (amount applicable since 1 January 2026). Source: BOFiP, BOI-TVA-CHAMP-30-10-30-10.

Which indicators should an association track?

  • Equity in months of expenses: how long the association can last without new income.
  • Share of grants in total income and dependence on a single funder.
  • Cash forecast against grant payment dates.
  • Full cost per action or project, to set membership fees and answer calls for projects.

Your questions about association accounting

Does an association have to use an accountant?

No, there is no general rule requiring it. But once it employs staff, receives significant grants or runs a commercial activity, an accountant secures the books and the tax position.

When must an association appoint a statutory auditor?

Notably if it receives at least €153,000 in public grants or more than €153,000 in donations eligible for a tax reduction per year. The two thresholds are assessed separately. Other cases exist depending on size or activity.

Can an association make a profit?

Yes, provided it does not distribute it: surpluses must serve the association's purpose. Management must remain non-profit.

Are the refreshment stall or the flea market taxable?

They are commercial activities in principle, but they can be exempt if they stay incidental and below the threshold. Revenue from up to six charity or fundraising events held in the year for the sole benefit of the association is also exempt.

What is the 4P rule?

It is the test used to decide whether an activity competes with the commercial sector: product, public, price and promotion, in decreasing order of importance. Promotion alone is not enough to conclude there is competition.

Who can issue tax receipts?

Associations of general interest or recognised as serving the public good, under conditions. If in doubt, a tax ruling request (rescrit) lets you ask the tax authorities.

Which chart of accounts applies to an association?

Associations apply their own accounting regulation, with specific accounts: earmarked funds, voluntary in-kind contributions, bequests.

Must the association publish its accounts?

Some associations must publish their accounts online, notably depending on the amount of public aid or donations received.

How do you account for volunteer work?

Volunteers' time can be valued as voluntary in-kind contributions, at the foot of the income statement. This shows funders the real weight of your project.
